Hi. It depends on what you want. If you want to buy, there are some stores in Richmond, but quite pricy. Below are two stores with kind of reasonable price (I think) if you want to buy Chinese traditional gown.

1)K.K. Boutique (唐莊) - 154 East Pender Street, Vancouver. Tel: 604-608-2778. The price range for Qi Pao: $60-$200. The alteration is free or a small fee.

2)Zen Boutique: across the street – 149 East Pender St. A new store. Not a lot of dresses, but you can take a look.

Cheers.

If you want to save money and know someone that has a chinese red dress, you may want to consider borrowing it. I have two qi pao of different colours (neither one of them red) and am able to wear them more than once. But if you buy the red qi pao, you kinda only get to wear it once. So if you're trying to save money here and there like me, you might want to consider that.
